Approval for Met Tower on Constance Road Cape Vincent

July 2002, an official letter to the Planning Board Chairman (PCB) Richard Edsall from NY Wind Power AES/ Acciona) Informing him of plans to place a met tower and the possibility of a major wind development in Cape Vincent.
The Planning board chairman Richard Edsall granted approval and a met tower was erected on a parcel of land on Constance Road.

The letter below dated May 24, 2002 is from Eric Miller Director of Technology, North American Renewables, Parent company to NY Wind, the company that sold its wind interests in Cape Vincent to Acciona .Mr.Miller informs Planning Board Chairman Richard Edsall of the plan to enter into an agreement with Frank and Mary Giaquinto to conduct temporary wind measurement experiments on their property.



This next letter is dated June 14, 2002.
Is from a Jesus Barberia of NY Wind to Richard Edsall Chairman of the Cape Vincent Planning Board.
Mr. Barberia is inquiring as to the permit requirements for erecting a met tower on the Giaquinto property on Constance road, for a period of 3 to 18 months starting as soon as possible, preferably in mid, July of this year (2002). In ending Mr. Barberia states please let us know in writing if this use can be permitted by the Planning Board …



The third letter dated June 17, 2002 to Mr. Frank Giaquinto from Eric Miller of NY Wind informing him that Mr. Miller has spoken with PB Chairman Edsall about permitting requirements for the met tower.
Mr. Miller writes I understand that the Planning Board is leaning toward granting the necessary permits for our measurement station and that they could provide written approval before the middle of July. If they can provide this approval we would likely install the station in mid to late July.

Mary Lou Bourcy still would prefer that the planned water line from Cape Vincent to Glen Park cross in front of her Branche Road farm rather than behind it.
But she recently signed an easement with the Development Authority of the North Country after the agency negotiated with her more directly. It all proves, Mrs. Bourcy said, that DANC's August request to the county for eminent domain power wasn't needed.
The Jefferson County Legislature rejected DANC's request to use eminent domain power for an alternative path for a portion of the $4.5 million, 26-mile water Cape Vincent-to-Glen Park water line. As it turned out, DANC didn't need the power; it just needed to be motivated to talk again to property owners, said Mrs. Bourcy, whose property is in the town of Cape Vincent.  Complete story can be found at the Watertown Times archives
