But she recently signed an easement with the Development Authority of the North Country after the agency negotiated with her more directly. It all proves, Mrs. Bourcy said, that DANC's August request to the county for eminent domain power wasn't needed. The Jefferson County Legislature rejected DANC's request to use eminent domain power for an alternative path for a portion of the $4.5 million, 26-mile water Cape Vincent-to-Glen Park water line. As it turned out, DANC didn't need the power; it just needed to be motivated to talk again to property owners, said Mrs. Bourcy, whose property is in the town of Cape Vincent.  Complete story can be found at the Watertown Times archives
